Compliance & State Restrictions

RiffleExchange.com ships only to destinations where the product is lawful for the buyer to receive. Restrictions change frequently. The list below is a starting reference, not an exhaustive legal summary. You are responsible for knowing and obeying the laws that apply to you.

1. Federal Law (Minimums)

  • Long guns and long-gun ammunition: buyer must be at least 18.
  • Handguns and handgun ammunition: buyer must be at least 21.
  • All firearms must be transferred through a licensed FFL dealer who runs an ATF Form 4473 NICS background check at pickup.
  • Prohibited persons under 18 U.S.C. § 922(g) — including convicted felons, persons subject to certain restraining orders, and persons adjudicated mentally defective — may not purchase or possess firearms or ammunition.
  • NFA items (suppressors, short-barreled rifles/shotguns, machine guns, AOWs) require ATF Form 4 approval and the $200 tax stamp, and additional state authorization where applicable.

2. State Highlights

The following is a non-exhaustive summary of common state-level restrictions. Local ordinances (city/county) may add further limits.

  • California: roster-only handguns; 10-round magazine limit; "featureless" or fixed-magazine AR/AK configurations; FSC required; mandatory 10-day waiting period; ammunition background check at the point of sale by a CA-licensed vendor.
  • Colorado: 15-round magazine limit; expanded background-check requirements; 3-day waiting period.
  • Connecticut: registered assault weapons only; 10-round magazine limit; permit/eligibility certificate required for handguns and long guns.
  • Delaware: 17-round magazine limit; assault-weapon restrictions.
  • Hawaii: permit-to-acquire required for every firearm; 10-round magazine limit for handguns; no ammunition shipments without local permit.
  • Illinois: FOID card required; assault-weapon registration; 10-round handgun / 15-round long-gun magazine limit.
  • Maryland: Handgun Qualification License required for handguns; assault-weapon ban; 10-round magazine limit.
  • Massachusetts: only MA-compliant firearms; LTC/FID required; ammunition restrictions; we do not ship ammunition to MA.
  • New Jersey: permit to purchase handguns; FID for long guns; 10-round magazine limit; assault-weapon ban; hollow-point restrictions.
  • New York: NY SAFE Act compliance; pistol permit required for handguns; 10-round magazine limit; ammunition sales require background check; we do not ship ammunition to NY.
  • Oregon: Measure 114 permit and magazine-capacity rules where in effect.
  • Rhode Island: 10-round magazine limit; safety course required.
  • Vermont: 10-round handgun / 15-round long-gun magazine limit.
  • Washington: 10-round magazine limit; assault-weapon ban; mandatory training and 10-day waiting period for all firearms.
  • Washington D.C.: only registered firearms; comprehensive restrictions.

3. Suppressors & NFA

Suppressor sales require an approved ATF Form 4 transfer to a Special Occupational Taxpayer dealer in your state and the $200 tax stamp. Suppressors are prohibited in some states.

4. Buyer Certification

By placing an order you certify that you are not a prohibited person, that you are the actual buyer (not a straw purchaser), that the product is legal in your jurisdiction, and that you are of the required minimum age.
